In 2025 EFSA re-evaluated oxygen together with hydrogen. It considered both gases of low concern as additives, with very low dietary exposure, and concluded that the use of oxygen (E 948) does not raise a safety concern. Earlier, in 1990, the EU Scientific Committee for Food (SCF) had also considered an ADI unnecessary for atmospheric gases used as packaging gases and propellants.
INS 948 was not found in Appendix 1 of Circular 24/2019/TT-BYT (consolidated 09/VBHN-BYT). The page draws no conclusion on the rule for E948.
According to EFSA (2025), oxygen is authorised in the EU at quantum satis (as much as needed) in all food categories, including foods for infants and young children. For pregnant women, this source contains no separate rule or statement.
